whenever i try to start my toyota when its cold, it won't start unless i pour some gas into the carb. Why? also when it does start its very rough and it hesitates a lot throughout acceleration. i already changed the fuel pump. what should i do? any help in answering these questions would be greatly appreciated.

Check the bowl float, the float is not allowing enough gas into carb.

Yes remove carb. Float bowl allows a certain amount of gas so you do not stall car. The bowl itself may be worn to the point it needs replacing.
