1985 Toyota Corolla clicking noise is heard

My car was working fine the other day, I thought it was the starter so I got a new one and installed it, but that was not the problem. When I turn the key it makes a loud Clicking sound, and the car still doesn't start. I am wondering if it is an electrical problem.

Have the starter tested at most autoparts stores for free.
If OK, then check connections to battery and all grounds.
Check starter relay in fuse box in engine compartment.

Finally it could also be the ign. Switch on steering column.
