Car wont start just a ticking noise

I drive a 91 toyota celica st 1.6L 4afe motor. After installing a new steering column it doesnt start. When I put the key in the ignition it supposively beep when u insert the key but it beeps once. The headlight work but when u try to crank the or start the car the dashboard doesnt light up nor does the radio or clock doesnt work. I bought a new battery it didnt fix the problem so we tried tapping the starter while starting the car but nothing happpen. Let me know any suggestion or how to diagnose an electrical problem or maybe the alternator is bad
