Please help me!
I have a 1997 Toyota Celica 4 cyl that the check engine light will not shut off. We have replaced everything that needs to be replaced, but seems when I go to smog, it is still saying the EGR is insuffecient. The smog tech checked the EGR and seems to be working perfect as it was replaced. We cleared the code and now its coming back with Inc.
Smog Tech says it needs to be Complete to pass. The Oxygen sensor and Catalist Mon is also coming back incomplete. Not sure how to fix this problem.
Any suggestions?

Sounds like the classic case of getting a code with a description and assuming becasue a part is mentioned, it is the cause.

This may well turn out to be a bad vacuum switching valve (VSV) IT is an intermitant failure of V.S.V. To provide vacuum to E.G.R. Guarentee? No of course not, especially when it may well test good. Problems with intermittants.

IT's a lot of fun to tell a customer what one believes a problem to be when you can't prove it.
