1990 toyota celica

that car has two fillters .one right after the fuel tank,and one under the hood.

I changed the fuel filter under the hood thinking that was the problem but it was not. I also hear the fuel pump huming when I turn the switch on. I think it is working. Can someone help me with this problem?
