2003 Toyota Camry headliner

The headliner in my car is coming down. I have the extended warranty but was told this is not covered. If I have a bumper to bumper coverage is the headliner on the outside of the bumpers. Is it an optical illusion and I just think I have a headline INSIDE the car?

You would have to read the warranty contract to see if the headliner is directly or indirectly mentioned.
Talk to the warranty holder and have them tell you where in the contract the headliner is excluded. Many times these things are a matter of interpertation.
