1999 Toyota Camry Fan speed selctor switch

The fan selector switch only works on High. I'm pretty sure it need to be replaced. Is this something I could do on my own... or do I have to pull the entire dash out. Is this an expensive repair at a shop?

Find the blower motor resistor behind right center of dash on blower housing. What's happening is full battery voltage is going straight to the blower motor making it spin faster instead of going thru the resistor pack to reduce the speed of the motor for comfort.
