1995 Toyota Camry WOT - Engine bogs at 4200 RPM - Does not

Engine starts easily and runs fine, auto trans up and down shifts fine - when accelerating hard (WOT) engine revs nicely to 4200 then bogs down to 4100 then revs back to 4200. This will cycle will repeat every second as long as WOT. Back off throttle a bit and up shifts fine. ECT engaged or disengaged does not make a difference in the above symtoms. Thx!
