1995 Toyota Camry just barely failed smog on CO%

I failed the CA smog test with CO percentages of.47 (15 mph) and.46 (25mph) and then got it tuned up - timing and spark plugs is all I know they did. Then I failed again with CO percentages of.43 and.39. I just have to get to.35 and.34. My mechanic say we need a new catalytic converter - around $400. Do I have any other options? For what it's worth, the car had been running for 20 minutes prior to both tests.

Best have the coolant temperature sensor and oxygen sensor checked and tested if its within swtching accordingly and also the air injection system before you consider replacing the catalytic converter-Yes, the Cat can also be the problem to raise the CO along with the HC
