1995 Toyota Camry Engine Racing in Neutral

Before my car started to act up my rpms were usually around 750 and the idle was good. Now when I start my car the idle speed is at 1000 rpms in neutral. Also when I drive down the street and come to a stop sign or light or even put my foot on the clutch to kick it out of gear the idle speed shoots up a little pass 2000 rpms. The car is warmed up. I have had the wires, rotor and cap replaced. I've had a computer diagnostics done and everything was find. Any ideas why the idle speed will not drop down in neutral? I thinking about a sensor problem or the IAC/ISM. Thanks

The ISC valve could be a problem, although when they go bad they usually give you a low or no idle problem, especially when cold. Make sure you don't have any vacuum leaks. Check for cracks or breaks in the vacuum lines and the air intake tube. Also check the PCV valve-it should rattle when shaken. Its possible it might raise the idle if it were stuck open. Also check the throttle cable for free and smooth operation.
