1995 Toyota Camry Brake locking up

1995 Toyota Camry 6 cyl Two Wheel Drive Automatic

Hi, the front pass. Side calliper locks up while driving and not touching the brake. I pull over and eventually it releases and I can drive again. Sometimes it will drive without any problems but, does seem to be getting worse. We have put in new callipers, rotors and pads all the way around. We have also put in a new ABS actuator, a new wheel sensor on front pass. Side and new wheel axels in front both sides. We have also tried to disconnect the ABS actuator and unplug the ABS fuse and it still does it. My husband just read in the book that when a car has a paint job it can ruin the ABS controller because of them heating it up. This car did just recently have a paint job. Also, the ABS codes are reading normal. We are at a loss, any help would be appreciated. Thanks :)
