1989 Toyota Camry Trouble Shifting into 1st and 2nd otherwi

I have recently purchased an 89 Camry v6 2.5 ltr.
In order to pass smog, changed plugs, 02 sensor, and EGR valve (passed finally) now it feels like the tranny is slipping. Revs high when trying to go into 1st or 2nd (auto trans) after 40 mph runs fine? I'm looking for insight, you think it's the trans or something else? Just looking for an honest, educated opinion.

It would be difficult to determine if it is slipping or upshifting late. An out of adjustment throttle pressure cable would cause late upshifting.

Try manually shifting into each gear, from L to 2 and D to test if any of the gears are slipping. Dsconnnecting the wireharness at the transmission is required for accuracy in above test.
