1989 Toyota Camry Electric Seat belts

I have been trying to figure out why my electric seatbelts do not work. I have checked all the fuses and all are in good working order. I have the Chiltons guide but it list nothing for automatic seatbelts fuses or relay switches. I've been all over the web too with not success. Can someone please help me! Thanks!

Id like to note that I have the same problem on my 89 cressida but just for the passenger side. Would like to have it running. As for now I know that I could only manually move it into a certain point. Try to manually move it.

Whomever knows about automatic seat belts.
I just need some pointers on how to remove the rail that the seatbelt moves along. So I can check to see why the front limit is not at where its suppose to be
