Too much of brake dust

I just got a 03 Runner which produces too much of brake dust. How do I correct this problem. Is this because of cheap brake pads or worn brake pads? Please advice.

Try putting ceramic pads on it, they produce less dust, the semi-met pads are terrible for that problem!
They also sell dust shields that go on before the tire.
