Manual locking hubs

TOYOTA 4RUNNER

My passenger side hub is stuck in free and I cant lock it to put it into 4 wheel drive so I cant off-road hard core which makes me sad how can I get it unstuck?

Tear it down and clean it, regease and see what happens.
