1998 Toyota 4Runner Won't Pass SMOG- NEW Catalytic Conv?

My very well taken care of 98 Toyota 4Runner has been smog tested 4 times and it won't pass. It is just barely not passing - Replaced Air Filter, and all spark plugs. It got CLOSER to passing but STILL WON"T PASS. DO I REALLY HAVE TO get a new catalytic Converter? Or can I try something else less expensive. My uncle and I do all the labor on my car in his shop - just looking for a second opinion so I don't have to spend SOO much money. HELP - Thanks!

Give us the test results maybe we can help you swing the emission testing for the last time

Well the thing is, the first time they messed wit it to get it to pass I ended up passing one section but failing the other it was like 56 when it needed to be 36 or below I believe. But then I changed my spark plugs and got it tested again and it seemed to do worse and failed both sections with my #'s being in the 60's I don't understand how that could be. I will grab my last results after spark plugs and air filter and post here today. Thanks for the help!
