1994 Toyota 4Runner 6 cyl Four Wheel Drive Automatic

My Headlights wont turn on. I know that the bulbs havent blown because when I flash the headlights the lights turn on. I also checked the fuses and none of them have blown.

Check and test the headlight relay and the combination switch
