1991 4 Runner Turn Signal Flasher

1991 Toyota 4 Runner, 4WD, 197,000 miles, 3.0 litre engine.
My turn signals quit working. When they quit I heard a sound like arcing coming from under the steering column then it quit. I was told by a certified mechanic that the turn signal flasher is bad so I bought a new one. The problem is I can not find the location of the turn signal flasher to replace it. I found the Emergency flasher and by the way the Emergency flashers work fine. I even swapped out the new flasher I bought with the old emergency flasher just in case they use the same flasher and had the same results. I was told there should be a seperate flasher for the turn signals and it should be located near the emergency flasher under the dash by the steering column or on or near the fuse block. I have disassembled the entire dash under the steering column and the left kick panel where the fuse block is and have not been able to locate it. There are 3 round relays on the fuse block but I don't know what they are for. The flasher I have is square. Please help!

Did you check the hazard flasher/horn fuse 15amp. Also does it have a towing hitch-if so try disconnecting it and see what happens.

Yes I checked the hazard flasher/horn fuse which is in the engine compartment and it is fine. The horn also works as the hazard flashers also work. I also disconnected the battery terminal to reset the computer. Didn't help. I have turned on the hazard flashers and then pulled the Turn Signal fuse out and the hazards kept working fine. That kind of tells me there is another flasher somewhere for the turn signals, right? My 4 runner does not have a tow hitch or has every had one.
Anymore suggestions?

According to Haynes Manual it has one-relay has 3-prongs-green/white, white and black and green coming from the hazard switch
