The tire is bulging off of the rim do I need new tires

Do I need new tires? I inspected them and it looks like the tire is bulging off the rim. Also, today in the rain driving I thought I had a flat tire because of the noise it was making (sounds like a flat), but I put air in and the sound was not as loud anymore. I am thinking it is the tires?

If you have a pressure bulge at the rim the tire is ready to blow and it should be replaced ASAP! Put the spare and go to a tire dealer and get all tires inspected first hand.
