Brake lights, blinkers interior lights, instrument cluster not working and no wipers not working properly, possible TIPM issue?

The brake lights, blinkers interior lights, instrument cluster not working and no wipers. The truck will start and run and when started the headlights (without high beams) and the tail lights come on but not operational through the light switch. The headlights and taillights are basically all that does work on the truck.
I have tested the fuses and the back half of them had power to them but the front half did not. Did this test with a test light and neither size of the fuse would light up. I have checked the grounds and the connection coming out of the fuse panel. I`m thinking front control module. Would like to hear a professionals thoughts on it.

Yep, the TIPM is a common failure and ties all of these systems together but it is easy to replace because it self initializes. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.

It could also be your ECM as I am/had the same things going wrong on my 02.
