Timming

The distributor cap will not turn so I can adjust timming on 403 olds engine I loosened the locking bolt.

Put some penetrating oil on this first, then tighten bolt and drive for a few days to let oil soak in around dist. The rubber may be sticky to the intake/block. Then see if it will move.
