How to properly set the timing?

Trying to set timing, I'm not sure if I'm doing it right, when I line up the marks the truck will turn over but will not start. Don't know if it's the timing or something else.

Hi,

What led to the timing chain replacement? Was there a related issue? As far as the timing marks, the camshaft timing mark should sit at 6 o'clock and the crankshaft timing mark should be at 12 o'clock. See pic below. Is this how you had it set?

Let me know exactly what happens when you try starting it. Also, if it is possible, record it cranking and upload it for me to hear. It may help point me in the right direction.
