My daughter's car would not start so thought it was the starter changed that out, but still will not fire. I was told it was timing belt so I ordered the kit for it, have not got it fixed yet. My question is is that what would make it not fire?

So does it crank and not start? Meaning doe the starter turn the engine over normally and it does not start or does the starter not turn the engine over at all?

You could pull the timing belt cover back a little and see if the cams are spining when cranking the engine over. Also have you checked for spark yet?
