Tilt steering will not lock?

I have the truck listed above XL model, the basest of base truck possible. My elderly father-in-law drives it and uses the steering wheel to pull himself into the truck instead of the handle on the A pillar. This seems to have broken the tilt assembly. If the wheel is locked in any position of the tilt motion a downward pull on the steering wheel will cause it to move all the way to the bottom of the tilt (but it needs to be unlocked to move it back up). I can hear clicking so there is some sort of engagement with the teeth of the mechanism.
I took the dash and steering column cover apart to look inside and I can see the geared piece of the tilt assembly, but can't really see if or how it comes apart and I'm really hoping to not have to replace this steering column, so I'm asking for help before I break something.
It looks like the teeth are in good shape so I'm assuming the failure is in the assembly at the top. The metal block with the green dot is the piece that the lock handle attaches to.
I can't find a parts diagram of this anywhere and can't find anything about parts under steering of parts. Ford. Com or on Rock Auto. I also haven't been able to find anything about this particular problem online anywhere.
Do you know if this is a serviceable part? Or am I going to end up having to replace the entire steering column?

To fix this problem the column will need to be disassembled, so replacement might be an option. Here is how to disassemble the column so you can see what is damaged, you will need to go to the dealer for replacement parts. Check out the images (below).
