Theft light on, car will not start

I have replaced the starter three times thinking it was what was causing my car to not start. The theft light is on and I can not get it to go off. I've tried everything. I get complete power to the car it just will not start. It won't even turn over.

I've attached an anti-theft reset tutorial below.Let's try this first. After reading the article the manufacturers information (Ford) is at the bottom.
