Tail Lights and turn signal problem

My turn signal on the rear driver side blinks rapidly even though I replaced all the rear bulbs on both sides. The tail lights stopped working tonight as I was driving. My engine light is always on and I have had an 02 sensor replaced and also the muffler as well as a blower motor relay for my a/c and heat spending nearly 600 bucks. The fuse in the hazard lamp spot keeps blowing and I have no idea what is going on, nor do I have any more cash to dump into the car right now (I am disabled with MS and live on a fixed income). Does anyone know what the issue could be? I bought the van used and have had it since 2010. Any helpful advice would be appreciated.

THIS SOUNDS LIKE A BAD FLASHER. TURN SIGNAL FLASHER HAS 2 YE, LLOW BANDS AND IS MOUNTED AT THE STEERING COLUME. IT ALSO MAYBE BAD BULB SOCKETS

THE FLASHER CONTROLSTHE FLASHING SPEED. RPLACE IT. IT HAS 2 YELLOW BANDS ON THE FL, ASZHER THE SHORTED HAZARDD AND TURN SIGNAL SWITCH MAYBE BAD BLOWING THE FUSE. WE CAN TRACE THIS OUT..

Still trying to figure out how to get to the flasher in the steering column lol, I'll keep you posted. I flipped over the IPM and found no corroded wires but I will check again.

ITC IS NOT IN THE COLUMN IT CLIPS TO A PANEL RIGHT NEXT TO THE COLUMN.

I'm going to try again today, it was raining pretty bad yesterday. I also noticed that my negative terminal on my battery is always badly corroded. The guy at the Autozone says there is no flasher bulb and showed me a flasher fuse relay thing online for 30 bucks that they did not have in stock.
