Tail light fuse keeps blowing on 1995 Ford Escort

On our Ford Escort, the tail light fuse has recently started blowing. When we replace it, the tail lights and all of the electrical associated with that fuse stay on, even when the switch is turned off, until it blows again. I checked the tail lights for corrosion to discover that was not the problem. Does anyone know where the short might be and how to discover it? Any advice is much appreciated.
