2005 Subaru Outback oxygen sensor

My check engine light is on and we did an OBD scan and it indicated code P0031 which it said is a heater control circuit low. Is this a faulty oxygen sensor? Also, this is the second time that I have had to replace an oxygen sensor in the last 6 months. What would be causing them to go out so regularly?

An oxygen sensor failure either through normal aging, the use of leaded fuels, or fuel contaminated with silicones or silicates, for example, can lead to damage of an automobile's catalytic converter and expensive repairs.
