My 99 Legasy Outback has developed an overheating problem. I changed the thermostat and it appears to have the same problem. the upper hose on the passenger side gets very hot. The lower hose coming from the thermostat to the radiator is cold. is there a place within the engine that gets clogged? If so what can I do about it. Also, can the water pump fail in such a way that it does not circulate the water?

If it was replaced with an aftermarket t-stat, thats your problem. get a replacement from your dealer. then bleed cooling system. let me know how it works out for you.
