Oil on Spark Plugs

I just bought a 99 Subaru Forester S, with 90,000 miles on it. I was checking things over and when I went to check on my spark plugs I noticed they were covered in oil. What does this mean and how do I fix the problem?

Do a compression check or a cylinder leakdown test. It will tell you whether its a valves or rings problems

If its a valve-you need a Valve Job and for the rings -reconditioning of the cylinders and ring replacements.

Technically it needs an engine rebuilding-if its the upper part of the engine your lucky only the head/s needs a valve job.
