Impreza won't start the way it should

I usually love my little Sube, but lately, it hasn't been starting correctly. It will crank and crank like it wants to start, but it never quite gets there. If I let the car sit for between 20 minutes and an hour, it usually starts right up. I've had the plugs/wires and the fuel pump replaced by mechanics who thought that was the problem. The last time I took it to them, they said they couldn't get it to do it, but ran tests and still couldn't figure out what was wrong with it.
I had my oil changed about a week ago and the guy who did it said that one of the belts at the front part of my engine was worn and needed to be replaced, but I wasn't sure. Could it be the timing belt or the drive belt possibly that's causing all my problems, or is it something else? I'm scheduled to have it checked out again this week and would just like some idea of what to expect. Thank so much in advance.

Lets eliminate the easy part first, has the fuel filter been change. There could also be carbon build up in the throttle body. Try cleaning the throttle body out with cleaner. Let me know what you find

Is the Check engine light on?
Typically your symtom sounds like a cam or crank sensor and Subaru has an updated sensor kit. Also the Coolant Temp sensor can fail and cause the same type of symtom. But all that being said the vehicle needs to diagnosed by someone who knows Subaru.I wouldnt throw any more parts at it until an actual diagnoses is done. This (not to sound rude) would mean as the car owner you would be willing to leave your car at a good shop until it acts up and as the shop they will stick with it until it acts up.
