Gas Mileage Expectation on 95 Legacy 2.2 AT

I just adopted a 95 Legacy 2.2 AT. I expected gas mileage around 26-28 on the highway. So far, I've seen about 20 MPG. My question is if this is normal mileage for the smaller 4 cylinder?
So far, I've done the following to the vehicle:

-Run one tank with fuel injector cleaner
-Replaced tires
-Aligned all 4 wheels
-Replaced air filter

The car has about 115,000 miles, the AT fluid looks clean pink, the oil looks fairly fresh. If you have any suggestions on steps to improve gas mileage, I'd be very grateful.

I would have expected better than 20 mpg. You can try an air induction service.

What I call an air induction service:
I like to use castle hydroblast. You spray it into a vacuum line such as the brake booster line if nothing else is accessible. Full spray for 3 minutes, stall the engine with it or have someone kill it while your spraying. Let it set for a few hours then take for a short drive in low gear, revving the rpms to help break it up. First use Castle cleansrite to clean the throttle bore. Try to get the throttle plates scrubbed good with a brush, while your spraying. Use a rag to wipe the carbon out between brushings. Seafoam is another good product, but smokes a lot.
