1990 Subaru Loyale car wont start

Car quit when one timing belt stripped. Replaced both timing belts anyway and car sputtered for a few times then now wont ignite at all. I have sparks for sure because I pulled them and saw spark (replaced cap, rotor, plugs and wires also), plenty of gas goes to the carb, fresh gas in cylinders, air filter fine, valve timing marks on campulley line up perfectly with center line on flywheel (followed in book), and checked TDC just to be sure. Still wont start. This is just boggling my mind. Is there some small little thing I am missing?

Sounds like the valve timing is off-you sure its not 180deg out?
