2003 Subaru Legacy Gas Issue

When I get gas in my car it has a hard time starting, this is the only time it has a hard time starting. Ever since this has started I have lost at least 60+ miles off my tank. Is there some kind of venting issue when I get gas? I tried leaving my gas cap off to start it and it didn't change a thing. This is my second motor in this car, both engines started out great and slowly went down hill. I am just trying to keep this one from blowing up. If indeed there is something that is killing them that is not directly in the engine. Please tell me what it could be, or why my gas millage is dropping fast. Thanks in advance for any information.

Do you have a check engine light and when was the last tune-up?

When you turn key to run do you always here the fuel pump come on if so check the fuel pressure with a fuel pressure gauge and comeback with the readings we start here-

No there is no check engine light. The last tune up was about 4 months ago when I got a different engine put in by Subaru because the last one came apart while driving down the road. I listened for the sound and it sounds just fine. It is only when I get gas that it acts up. I will get a gauge and get you the psi. Thanks.
