1998 Subaru Legacy dash lights & parking lights

On my 98 Legacy GT wagon 160000 miles the instrament cluster lights and parking lights do not work. If I use the light switch on top of the steering column the parking lights will go on, but still no instrament lcluster lights

The cluster can be removed and new bulbs put in. Remove the negative battery cable and wait a few minutes before starting. Lower the steering wheel to lowest position and remove the trim and screws.
