1997 Subaru Legacy Intake CAM driver

97 outback wagon 2.5.
My intake cam driver side won't go the last half inch to the mark from either direction. It feels like it's hitting something and I don't want to bend anything like valves or pistons. Everything else is in position and belt is mostly on and I fear the last 1/2". I followed the book directions to a T. I am positioning it for valve timing and belt installation and running into something as I am 1/2"to the mark going clockwize and 1.25" counter clockwise it comes to a stop and I think it's wrong.
What if I back everything in contact to the timing belt and the timing belt to meet the cam on it's mark.

Hi Stacey,

Twin cams are not supposed to be turned 1 at a time. The valves would clash if any of them are opened.

Turn pistons away from TDC ( turn crankshaft 90 degrees away)and try again. If ok, then only get the piston back to TDC.

If still cannot turn, try to get the exhaust cam to close the valves as much as possible.
