1996 Subaru Legacy remote keyless entry/battery disconnect/

I purchased a used subaru legacy outback. I never received a remote keyless remote-I didn't even know it had one! My battery died and I replaced it. Now the lights flash off and on and the only way to shut it off is to unplug the battery. I found a message next to the battery to use the keyless remote to reset it or a to reset the remote panel. I do not know what to do. I do not have a manual either. Where is the panel located?

The panel is under the dash, to the left of the steering column. There should be a little reset switch on the wires coming out of the connector. The panel is a little box that has a 4" or so wire dangling, which is the antenna for the remote.
