1995 Subaru Legacy car won't start

The car started at first, and I shifted to drive but the gear stick seemed stiff, so I put it back to park and turned off the car. Then when I tried turning it back on, the engine didn't start and I don't hear the starter click. All the electronics work, but the brake peddle is locked, the steering wheel is locked and the shift stick is locked.

Are the dashlights showing when ignition key is turned to ON?
Are the brake lights working?
Is the Auto position indicator in dash showing the vehicle is in P position?
