1990 Subaru Legacy P/B Control Unit

I was wondering what this part does as well as what would cause it to make a continual clicking noise if I push in the volume knob on the radio, the radio is the stock subaru radio, if I push the knob in and let go, this control unit will continually make a loud clicking noise, if I push the knob again, the sound goes away, also the only lights that work in the back end of the car are the brake lights, however turn signals, reverse lights and hazards do not work, but it all does in the front. I have replaced all the bulbs and they should be working fine, plus for about 1 day they did all work, but then they all went away, any ideas?

Hey buddy I am having similar problem with my 93. Except it makes a continual clicking noise when the door is drivers door is open. If you get an answer regarding what a P/B control unit is I would love to have you pass it along to me, I do not understand the function of the unit and no subaru specialists have been able to tell me either. For now every time I open the car door the battery get's a steady drain until it no longer has enough juice to generate that clicking noise.
