1998 Subaru Impreza tail lights

the brake lights, turn signals, and headlights operate perfect. But my tail lights do not.

in recognition, the main fuses under the hood are all operational, yet the lghting fuses under the steering are not getting any volts. do you have any ideas of how to get tail lights operational again.

Check fuse no.5 10amp no.7 20amp no.16 20amp-if okay-test the tail light relay in the fuse and relay block and also the combination switch
