1997 Subaru Impreza High beams won't work

Hi all, I have a 97 Subaru Impreza with 154k miles. The high beams do not work when the stalk is placed in the high beam position, however low beams work and I can flash the highbeams. Fuses and relays are functioning. I believe it is the high beam combination meter, or perhaps the combination switch, but cannot find the high beam combination meter to test it. Any idea where its located? Any thoughts as to the problem?

Sorry about the confusion if the flashing is working than you have to suspect the switch (multifunction switch )

Since the passing lights and all other lights are working, I would suspect a bad light switch. The high beam circuit contact is bad and not providing continuity for the lights circuit to ground.

If grounding the Red wire at light switch works the high beams, the switch is bad.
