Stuck seatbelt

The driver side seatbelt of my 1989 toyota corolla 400 000 miles keeps getting stuck as I pull it out. However when I pull it slowly it comes out as normal but when I pull it at a normal speed it gets stuck as if it is locking. Anybody know what's wrong?

The locking tang and spring may be fouling with dirt and grit give it a blow out with compressed air, and use safety glasses as well to protect your eyes.
