Steering pump noise

Hi,
My steering pump makes a constant noise once it has warmed up and has taken a few turns. I changed the pump but it continues to make the noise. There is no bubbles or foam in the container so I don't think any air is leaking in. Not sure what else it could be?

New or used pump?

If the pump pressure is good, the rack and pinion may have failed

It was a refurbished pump. How can you test the pressure?

I don't think it is the rack or pinion cause I don't have an issue with steering
