Starter not engaging

I was driving down road and car just quit and would not restart. Turned key and all it does is make a whining noise. Replaced starter with $35.00 starter from a place where you pull your own parts for a discount price, and this starter is making same noise. I believe that it may be the flywheel, but I am not positive. Do you have any suggestions.

That is actually a pretty good suspect, but also consider a broken timing chain. That will cause a severe loss of compression, then the engine will crank much too easily. The clue to look for is if the drive belt is turning when the engine is cranked. If it does not, suspect the flex plate.
