Speedometer and odometer not working

We bought this car earlier this year 2019. Everything worked great, well after a few months the speedometer started bouncing and not accurate at all when it did read. Well bout 2 months ago it just stopped working altogether, thought maybe speed sensor at the wheel. But before I just started throwing money at it, I hooked up a scanner and it was reading just fine. Was told the cluster but from what I have read I'm not so sure. Any assistance as to what path to fallow would be greatly appreciated.

I suspect the cluster is the issue for the odometer but it could be the issue for the speedometer. If you look at this info, it says that the vehicle speed sensor sends signal to the ECM which determines the speed. However, the VSS also sends signal directly to the cluster which processes the signal for the display. So we just need to go the Junction block listed in the wiring diagram on the last attachment and see if there is voltage going to the cluster. If there is, then I suspect the VSS is the issue for the speedometer. I doubt it will solve the odometer issue but I would start with the VSS and go from there.
