Sluggish on take off

When I take off from a stop the truck is sluggish until around twenty five to thirty mph. Checked fuel pressure and everything fuel system related all is good. Had a tune up done. New ECM due to other issues. Do not get any codes. So I am stumped.

It sounds like the catalytic converter is partially plugged. Here is a guide to help confirm the issue:
