1999 Skoda Felicia Car will not start

Engine problem

I have not driven my car for sometime. I therefore had to recharge my battery. The battery has charged successfully, as lights, ignition light, and other facilites inside the car are working ok. When I turn the ignition in the key it appears the fuel injection system may be working ok because I can hear it engage but the engine does not not turn over. What seems to happen is the ignition is earthed / is shorting out as all the lights in the panel go off whilst the ignition is on. When the ignition is switched off the lights come back on the panel. The other thing that happens is that although it is switched off the radio switches itself on each time the ignition is switched on.

Check atarter motor and wiring. Also try cranking the engine over by hand to be sure it is not seized up !
