When I apply the brakes there is a shimmy in the front end. The tires have been replaced, rotated, rotors replaced, brakes replaced. Still happening.

Good morning

it sounds like the rotors are out of round. Even if they are new, some times parts houses store them on the ground and they will warp from that alone.
Another possibility is to be sure the wheels are torqued properly. If they are not evenly torqued, they will warp as well.
