Shift relay

I need to try and replace the shift relay but I can't locate it on my 92 olds. Please help.

There is no shift relay.

What is the issue?

It won't shift past first. The transmission is good. It is something other then the transmission.

How do you know the trans is fine?

If it does not shift, then either the governor is bad or the throttle cable may be the issue
