Okay, I have actually pin pointed the problem a little bit. When I am going right on anything while it is fine, but when I turn left and give it gas is shutters really bad like the on the driver's side the CV joints look in good condition. The boots are good. Checked the rotor seems good as well. Could a unbalanced tire do this?

Yes, either unbalanced or a belt broke inside it. Switch to back and see if it makes a difference then check wheel bearing.
